The council membership includes the president, vice-president, secretary, and the chairman of each board. The council meets on a monthly basis to consider issues and recommendations brought forth by the church boards and committees. The council is authorized to render decisions concerning all business of the congregation and to approve expenditures up to preauthorized levels. Our Church Council officers are:

The Board of Elders
The Board of Elders administer the spiritual affairs of the congregation, aid in the care of the poor and sick, admonish the erring, promote peace, maintain good order during the worship service, and be responsible for providing ushers and greeters. They shall ensure that the Word of God is preached and taught in truth and purity.

The Board of Education
The Board of Education administers the Christian educational affairs of the congregation. They are responsible for the management of Bloomington and Living Hope Lutheran Schools, ensuring that quality and innovative Christian and secular education programs are developed and taught to the students. They visit the school and observe the teaching and administrative programs. They are also responsible for the Vacation Bible School program and for the selection of representatives to the General Board of St. Croix High School. They are responsible for recommending all capital expenditures that relate to educational programs.

The Board of Christian Growth and Outreach
The Board of Christian Growth and Outreach develops and administers programs designed to reach out to the unbelievers of this world, bringing to them the good news that Jesus Christ is their Lord and Savior. They are responsible for developing new ministries and for promoting Bloomington Living Hope Lutheran Church in the community. It is an oversight group of individuals who work closely with the Mercy Ministry Committee, the Evangelism Committee, the Love in Action groups, and the Youth Ministry. The primary mission of this Board, in concert with our churches overall mission, is to "know Him and make Him known." This is accomplished by being the hands and feet of Christ.
We enable our church membership (and those interested) to accomplish our mission by giving them a chance to serve God in a way they might not have done so before. We sponsor events such as our annual block party, concerts, movie nights, and other fun family activities to bring people into our congregation. We then go beyond bringing people into our doors by immediately getting them involved with Love in Action groups to make them feel welcome and engage them in ministry opportunities. Opportunities such as providing assistance to those devastated by hurricanes (WELS Kingdom Workers), Feed my Starving Children, Operation Christmas Child, and others provide our church family with the ministry opportunities to truly feel we are the hands and feet of Christ.

The Board of Stewardship
The Board of Stewardship administers the development of programs to utilize the time, talents, and treasures of the congregation.

The Board of Finance
The Board of Finance administers the financial and fiscal affairs of donations, contributions, trusts, tuitions, funds, and all other income. They are responsible for the payroll of the staff and all properly approved expenditures. They are responsible for ensuring that all payroll procedures are in accordance with state and federal laws. They are responsible for recording and depositing all tuition and busing payments. They submit monthly reports to the church council and quarterly reports to the congregation. They submit their records for an annual audit. They act as legal representatives of the congregation.

The Board of Personnel
The Board of Personnel is responsible for reviewing and establishing policy on matters dealing with the staff personnel. That includes health insurance, salary guidelines, called worker reviews and salary increases, the annual budget and the personal handbook.
